While the descriptions note the "healing per character level" is increased with skill level yet the "every 15 seconds heal" is not, the (lack of) marking in green would suggest the opposite.

The Live2D Demo of Watame's 2nd outfit featuring the Night Fever glasses and her harp
The title image of Watame Borderline Did Nothing Wrong
Tsunomaki Harp is based on Watame's harp as seen in her base outfit.[1] Watame is also known as one of the music-focused members of hololive with her regular weekly "Watame Night Fever" karaoke streams and two Sololive concerts to her name.[2]
Watame Beam is based on a meme that itself is heavily tied to the relationship between Watame and indie VTuber/Illustrator/Oozora Subaru character designer mama Shigure Ui. Specifically, Watame Beam is based on the Ui Beam meme spearheaded by Watame to tease Ui albeit Watame does have her own WataBeam that she occasional shoot for fun between the time she was sneaking in an Ui Beam.[3]
Wata Beam, Ui Beam and any <Character Name> Beam are all descendent of the Mikuru Beam from the Suzumiya Haruhi franchise. It is a kind of cute (or moe) gesture that became a common action to provide (non-sexual) fanservice by a character (or VTuber in this case) to please or entice fans. Shigure Ui, who has a semi-ironic antagonistic relationship with her fanbase the Trash (named by Watame), refuse to perform these kind of fanservice. Watame, who is known to have a similar speaking voice to Ui, take it as an opportunity to create a joke where she would secretly shoot Ui Beam behind Ui's back and provides the Trash with their desired Ui Fanservice. This joke is especially prevalent if Ui and Watame were streaming at the same (including during collab stream where they are on-screen together).[4]
Watame Night Fever!! is based on to the title of Watame's weekly karaoke streams. It's icon is based on the 1st variant of her party glasses that was part of her 2nd outfit.[1]
Borderline Nothing Wrong, or ギリギリわるくない (Girigiri Warukunai) in Japanese, is based on a series of comedic short animation of the same name.[5] The animation (and by extension this skill) is a reference to Watame's catchphrase of "Watame wa, warukunai yo ne!" ("Watame did nothing wrong!"). This phrase originated from the days immediately after her debut, where her constant internet connection problems lead to issues with her streams, leading her to make an "apology" video on Asacoco News where she made this assertion in a smug manner.[6] It has since become her signature catchphrase used in a lot of memes.
Have A Nice Day is based on Watame's monthly vlog series of the same name where she documents various focus activities she did that month with another Hololive member(s). The skill's icon uses the series's logo.[7]
Tsunomaki Watame's "Have a nice day" is part of Watame's diversification into more edited video content. The focus of this series can be either classic travel vlog or hobby vlog where she try to play a hobbyist game like a TCG, boardgame or toys like Beyblade with some more mundane activities in between. The series is fully subtitled and is meant to release once a month but the actual release schedule can varies greatly in both direction.
